Ray Pabonnie Colón

I help insurance, utility, and government organizations modernize legacy .NET systems — using AI-assisted delivery to ship in weeks, not quarters, without breaking compliance.

The Developer

Portrait of Ray Pabonnie Colón

Twenty years of building software that gets used. Not prototypes — production systems running daily in government agencies, utilities, and enterprises across Puerto Rico.

Currently a Senior Developer at Truenorth Corporation, maintaining and designing critical applications for public-sector clients including the Puerto Rico Aqueduct and Sewer Authority (AAA), the Department of Education, and CFSE. Systems I build are expected to last — and they do.

I now pair that institutional knowledge with AI-assisted development workflows — completing in days what used to take months, while keeping audit trails and compliance requirements intact.

What I Deliver

Legacy .NET Migration

Targeted upgrades from .NET Framework 4.x to .NET 8 — phased to keep production systems running throughout. Zero big-bang rewrites.

.NET 8 C# ASP.NET Core EF Core

Legacy System Modernization

Migrate legacy system logic to modern .NET architecture while preserving business rules perfected over decades. Full regression test coverage throughout the transition.

Legacy Migration SQL Server Azure

Database Architecture & T-SQL

Schema redesigns, stored procedure rewrites, and query optimization for SQL Server environments carrying decades of accumulated technical debt.

T-SQL SQL Server SSRS Performance Tuning

AI-Augmented Development

LLM integration and AI-assisted development practices that compress delivery timelines for regulated environments — government, utilities, insurance. Responsible, auditable AI use.

How I Work

01

Audit

Map the existing system — dependencies, data flows, pain points. Identify what must be preserved and what can be modernized. No assumptions.

02

Migrate

Phased delivery — strangler-fig pattern where possible. Each module migrated, tested, and signed off before the next begins. Production stays up.

03

Stabilize

Documentation, knowledge transfer, and a period of parallel-run observation. I don't consider an engagement done until the team can own it independently.

Field Record

Sr. Software Developer

Truenorth Corporation

Led development across a portfolio of mission-critical systems for government and public utilities. Recognized with an employee award for professional growth in 2018.

Challenge

7+ interdependent legacy .NET systems managing bankruptcy, claims, ombudsman complaints, and government account workflows — fragmented, undocumented, and adding operational risk daily.

Approach

Systematic documentation of each system followed by module-by-module stabilization. Introduced metrics upload pipeline to surface data quality issues previously invisible to management.

Outcome

All 7 systems running in stable production, team fully trained on each. Metrics system enabled data-driven decisions at the department level for the first time.

Challenge

Core insurance sales platform running on a legacy system — brittle, expensive to maintain, and blocking the organization from modernizing client-facing services.

Approach

Improved and stabilized existing insurance sales platforms while leading architectural planning for the migration to .NET. Designed parallel-run strategy to validate parity before cutover.

Outcome

Migration architecture delivered on schedule. Legacy dependency eliminated; sales platform now runs on maintainable .NET stack accessible to the full development team.

Challenge

Large public-sector organization requiring enterprise application support and new development — high compliance expectations, complex stakeholder landscape.

Approach

Delivered targeted .NET application development and maintenance within department workflows, aligning to agency standards and documentation requirements.

Outcome

Systems delivered on time and within compliance parameters. Engagement led directly to expanded portfolio with AAA beginning 2020.
